This is a campaign Photograph, Created and likely circulated in number in New York City during the election.
The photograph is of Republican Presidential Candidate James G. Blaine. He was nominated in 1884 as the Republican candidate for President, and ran against the democrat Grover Cleveland. He narrowly lost.
